After filing Form 843 or sending a letter requesting an abatement for reasonable cause, the IRS typically will make a decision within three to four months.
Form 843 is used to claim a refund of certain assessed taxes or to request abatement of interest or penalties applied in error by the IRS. The form must be filed within two years from the date when taxes were paid or three years from the date when the return was filed, whichever is later.
As a general rule, the IRS must assess additional tax and propose penalties no later than 3 years after either a tax return is filed or the return's due date, whichever is later. IRC Section 6501.

Where To Mail Form 843. Mail your Form 843 to the address cited in any notice you received that assessed a penalty fee. Send it to the IRS service center where you would normally mail your tax return if no notice is provided or if you're filing due to reasons other than penalty abatement.
